Smoking Policy

Member, Vendor, Attendee Policy and Agreement

IPCPR has entered into a contract with the Sands Expo Center Expo, Venetian & Palazzo for the 87th Annual Convention & International Trade Show. This contract specifies designated smoking areas and times which must be adhered to in order to be in compliance. Smoking is permitted, but only in the locations and times listed below.


Smoking is only permitted in the following locations at times listed below.

  • Friday, June 28th > 1 pm – 10 pm > Sands Expo Center, Hall C Only

  • Saturday, June 29th > 8 am – 9 am > Sands Expo Center, Hall C Only

  • Saturday, June 29th > 9 am – 5 pm > Sands Expo Center, Halls A, B & C

  • Sunday, June 30th > 9 am – 5 pm > Sands Expo Center, Halls A, B & C

  • Monday, July 1st > 9 am – 5 pm > Sands Expo Center, Halls A, B & C

  • Tuesday, July 2nd > 9 am – 1 pm >  Sands Expo Center, Halls A, B & C

Smoking is PROHIBITED in the following areas

  • Common areas

  • Hallways

  • Registration area

  • Meeting rooms

  • Guest Rooms

  • Any other non-smoking areas as designated by the Sands Expo Center, Venetian & Palazzo

Please help us to comply by notifying your employees attending the Show of the Smoking Rules, Conditions, Restrictions and Fines as stated above. 


Anyone assigned a badge representing your company caught smoking outside of the specified times and locations or in the restricted areas may be fined $15,000, removed from the show, banned from all future shows and membership could be suspended until the fine is paid in full.

Code of Conduct

Attendees, exhibitors and all representatives will be held by IPCPR to the highest standards of personal and professional conduct. 

 Attendees, exhibitors and all representatives agree not to disturb or harass others in attendance or precipitate the intervention of facility security or public law enforcement, or in any other way disrupt the smooth operation of the show.

IPCPR reserves the right to determine in its sole judgment when an exhibitor and/or its representative has violated the standards of conduct, and to take whatever action IPCPR deems necessary to protect the safety of show attendees and the public, up to and including immediate termination of the exhibitor’s trade show privileges, expulsion from the facility, and barring of the offending party from future exhibition with IPCPR. 

Alcohol Policy

Attendees, exhibitors and all representatives agree not to disturb the activities of others in attendance, especially where related to the consumption of alcohol.

All guests of IPCPR 2019 are expected to drink responsibly and ensure they have a safe, responsible means of transportation before leaving the facility. Any guest who is intoxicated before entering the event may be denied entry to the facility. Any guest found intoxicated within the event and causing a disturbance, as determined by management, will be asked to leave the facility without refund and may be subject to further consequences.


While Cannabis is legal in Nevada, it is not legal at the trade show. Cannabis is strictly prohibited on entire property.

Cigar Samples

Under the FDA’s guidance, it is permissible for a business to distribute free samples in a limited quantity (i.e., no more than necessary to achieve a business or marketing goal, such as awareness of and exposure to the product for the purposes of product or inventory selection) to another business as part of a genuine effort to sell or market a tobacco product to that business.

Distribution to consumers during the trade show is strictly prohibited

If challenged, attendees will be required to provide the following:

  • proof of employment

  • business card and/or other identification which proves identity

  • proof of IPCPR affiliation

Samples to Hotel Staff prohibited

Sands and Venetian staff cannot accept cigars. They are prohibited from doing so and will have to throw them away. Any cigar given will be trashed.


Policies listed above are strictly enforced. We expect all attendees to adhere to the policy.

NOTE: Only exhibitors who have obtained an event Specific License from the Nevada Department of Taxation may distribute samples. This license must be on hand at the show, but is not required to be displayed at your booth.

The App

This year, we will be launching an App for all attendees to use before and during the Trade Show. This will become available in the coming weeks and we encourage all attendees to download and make use of it.
